A mund t\u00eb na thoni di\u00e7ka m\u00eb tep\u00ebr rreth k\u00ebtij projekti?<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00a0Gjithsesi, b\u00ebhet fjal\u00eb p\u00ebr twinning projekt me titull \u201cHarmonizimi i legjislativ\u00ebs vendore p\u00ebr barna dhe pajisje mjek\u00ebsore me at\u00eb t\u00eb BE-s\u00eb dhe p\u00ebrforcimi i kapaciteteve p\u00ebr implementim t\u00eb saj\u201d, t\u00eb cilin na e aprovoi Bashkimi Europian, si pjes\u00eb nga programi p\u00ebr p\u00ebrkrahje financiare t\u00eb vendeve kandidate p\u00ebr BE. Partner i jon\u00eb i twinningut ishte Agjencioni i Lituanis\u00eb p\u00ebr Kontroll\u00eb t\u00eb Barnave.<\/p>\n<p style=\"text-align: justify;\">N\u00eb t\u00eb v\u00ebrtet\u00eb, nevoja p\u00ebr inicimin e nj\u00eb projekti t\u00eb till\u00eb ka lindur nga angazhimi i vazhduesh\u00ebm i Agjencionit p\u00ebr t\u00eb ndjekur interesat nacionale dhe politik\u00ebn e p\u00ebrafrimit me standardet dhe k\u00ebrkesat e larta t\u00eb BE-s\u00eb n\u00eb fush\u00ebn e barnave dhe pajisjeve mjek\u00ebsore, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrmbush\u00eb t\u00eb drejt\u00ebn themelore t\u00eb popullat\u00ebs p\u00ebr t\u00eb patur qasje te barnat dhe pajisjet mjek\u00ebsore cil\u00ebsore dhe t\u00eb sigurta.<\/p>\n<p style=\"text-align: justify;\">Ky projekt bie n\u00eb grup\u00ebn e t\u00eb a.q. projekte Twinning Light, d.m.th. q\u00eb jan\u00eb afatshkurtra. Projekti yn\u00eb zgjati gjithsej 10 muaj. N\u00eb fakt, ishin parapar\u00eb 8 muaj, por kishte nj\u00eb zgjatje prej 2 muajsh, meq\u00eb  s\u00eb bashku me drejtuesin e projektit nga Lituania k\u00ebrkuam q\u00eb t\u00eb aprovohet nj\u00eb mision shtes\u00eb i ekspert\u00ebve, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb zbatoj\u00eb plot\u00ebsisht dhe n\u00eb m\u00ebnyr\u00eb t\u00eb duhur korniz\u00ebn e projektit me t\u00eb gjitha synimet dhe objektivat e p\u00ebrcaktuara q\u00eb nuk ishin pakta. P\u00ebrndryshe, buxheti i alokuar p\u00ebr k\u00ebt\u00eb projekt ishte 250,000 euro dhe ai u menaxhua nga partneri yn\u00eb binjak\u00ebzues.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Na tregoni m\u00eb shum\u00eb rreth korniz\u00ebs s\u00eb projektit! <\/strong><\/p>\n<p style=\"text-align: justify;\">Un\u00eb do t\u00eb theksoja q\u00eb dizajni i projektit ishte mjaft ambicioz. T\u00eb gjith\u00eb ne nga ekipi i projektit nga MALMED ishim t\u00eb vet\u00ebdijsh\u00ebm se na priste shum\u00eb pun\u00eb, ve\u00e7an\u00ebrisht kur koleg\u00ebt nga Lituania treguan se duheshin t\u00eb pakt\u00ebn dy vjet q\u00eb ky lloj projekti t\u00eb realizohej, nd\u00ebrsa ne kishim n\u00eb dispozicion m\u00eb pak se nj\u00eb vit. Megjithat\u00eb, mendoj se ia vlente t\u00eb p\u00ebrballeshim me sfid\u00ebn!<\/p>\n<p style=\"text-align: justify;\">Partneri yn\u00eb p\u00ebr projektin twinning t\u00eb aprovuar nga BE ishte Agjencia e Lituanis\u00eb p\u00ebr Kontroll\u00eb t\u00eb Barnave.<\/p>\n<p style=\"text-align: justify;\">N\u00eb kuad\u00ebr t\u00eb k\u00ebtij projekti parashikuam tre komponenta, prej t\u00eb cilave i pari kishte t\u00eb b\u00ebnte me harmonizimin e legjislacionit nacional p\u00ebr barnat dhe pajisjet mjek\u00ebsore me at\u00eb t\u00eb BE-s\u00eb. Komponenti i dyt\u00eb p\u00ebrfshinte forcimin e aft\u00ebsive administrative dhe profesionale t\u00eb MALMED-it p\u00ebr t\u00eb zbatuar legjislacionin n\u00eb p\u00ebrputhje me praktikat e BE-s\u00eb, nd\u00ebrsa komponenta e tret\u00eb kishte t\u00eb b\u00ebnte me krijimin e nj\u00eb sistemi p\u00ebr monitorimin e harxhimit t\u00eb barnave, n\u00eb p\u00ebrputhje me rekomandimet e OBSH-s\u00eb.<\/p>\n<p style=\"text-align: justify;\">N\u00eb kuad\u00ebr t\u00eb komponent\u00ebs s\u00eb par\u00eb, u realizuan tre vizita nga nj\u00eb grup ekspert\u00ebsh, secila zgjati pes\u00eb dit\u00eb pune. Misioni i par\u00eb i ekspert\u00ebve rishikoi Ligjin aktual p\u00ebr pajisje mjek\u00ebsore, duke identifikuar \"dob\u00ebsit\u00eb\" dhe \"pikat e forta\" dhe duke dh\u00ebn\u00eb rekomandimet e nevojshme. N\u00eb p\u00ebrputhje me ato rekomandime, Grupi i pun\u00ebs n\u00eb MALMED nd\u00ebrhyri n\u00eb tekstin e Ligjit. K\u00ebshtu, do t\u00eb thoja, u b\u00eb  propozimligji i par\u00eb i barnave dhe Propozimligji p\u00ebr pajisjet mjek\u00ebsore.<\/p>\n<p style=\"text-align: justify;\">Do doja t\u00eb theksoja se ekspert\u00ebt kan\u00eb punuar gjat\u00eb gjith\u00eb koh\u00ebs me pjes\u00ebmarrje aktive t\u00eb stafit t\u00eb Agjencionit, ve\u00e7an\u00ebrisht udh\u00ebheq\u00ebsit e nj\u00ebsive, p\u00ebr t\u00eb gjith\u00eb kapitujt e ligjit. Gjat\u00eb k\u00ebsaj pune kishte nj\u00eb diskutim konstruktiv dhe shk\u00ebmbim t\u00eb p\u00ebrvojave me q\u00ebllim t\u00eb gjetjes s\u00eb zgjidhjeve m\u00eb t\u00eb mira.<\/p>\n<p style=\"text-align: justify;\">Misioni i dyt\u00eb i ekspert\u00ebve p\u00ebrfshiu nj\u00eb rishikim t\u00eb akteve n\u00ebnligjore (rregulloreve dhe udh\u00ebzimeve), nd\u00ebrsa misioni i tret\u00eb, t\u00eb cilin ne e k\u00ebrkuam m\u00eb von\u00eb dhe e zbatuam n\u00eb fillim t\u00eb marsit t\u00eb vitit 2020, kishte t\u00eb b\u00ebnte me vler\u00ebsimin e propozimtligjit p\u00ebr barnat, n\u00eb pjes\u00ebt q\u00eb ishin me r\u00ebnd\u00ebsi p\u00ebr ne, si dhe n\u00eb propozimligjin p\u00ebr pajisjet mjek\u00ebsore. Dua t\u00eb theksoj se t\u00eb punuarit n\u00eb pjesen e  p\u00ebr pajisje mjek\u00ebsore ka qen\u00eb shum\u00eb m\u00eb i v\u00ebshtir\u00eb pasi kriteret evropiane jan\u00eb mjaft liberale n\u00eb fush\u00ebn e pajisjeve mjek\u00ebsore, dhe ne si nj\u00eb vend i cili nuk \u00ebsht\u00eb ende an\u00ebtar i BE-s\u00eb, n\u00eb disa pjes\u00eb, akoma duhet t\u00eb kemi kujdes n\u00eb kriteret nacionale n\u00ebse do donim t\u00eb sigurojm\u00eb pajisje mjek\u00ebsore cil\u00ebsore n\u00eb tregun ton\u00eb.<\/p>\n<p style=\"text-align: justify;\">\u00cbsht\u00eb shum\u00eb e r\u00ebnd\u00ebsishme p\u00ebr ne q\u00eb p\u00ebrfaq\u00ebsuesit e Ministris\u00eb s\u00eb Sh\u00ebndet\u00ebsis\u00eb t\u00eb cil\u00ebt jan\u00eb an\u00ebtar\u00eb t\u00eb nj\u00eb grupi punues m\u00eb t\u00eb gjer\u00eb p\u00ebr p\u00ebrgatitjen e propozimligjit p\u00ebr barnat dhe at\u00eb t\u00eb pajisjeve mjek\u00ebsore, ishin t\u00eb pranish\u00ebm n\u00eb k\u00ebt\u00eb mision ekspert\u00ebsh,<\/p>\n<p style=\"text-align: justify;\">Aktualisht me jemi n\u00eb pritje t\u00eb raporteve nga vizita e fundit e ekspert\u00ebve dhe posa t'i marrim ato do t\u00eb vazhdojm\u00eb t\u00eb punojm\u00eb brenda nj\u00eb grupit m\u00eb t\u00eb gjer\u00eb punues ku b\u00ebjn\u00eb pjes\u00eb p\u00ebrfaq\u00ebsuesit nga Ministria e Sh\u00ebndet\u00ebsis\u00eb si dhe ekspert\u00ebt nga akademia.<\/p>\n<p style=\"text-align: justify;\">P\u00ebrndryshe, MALMED-i ka marr\u00eb propozime p\u00ebr ligjin nga nj\u00eb num\u00ebr i gj\u00ebr\u00eb i pal\u00ebve t\u00eb interesuara nga sektori farmaceutik, si\u00e7 jan\u00eb nd\u00ebrmarrjet farmaceutike dhe asociacionet e tyre, si dhe shoqatat e pacient\u00ebve, si ajo e s\u00ebmundjeve t\u00eb rralla dhe t\u00eb gjitha k\u00ebto sugjerime sigurisht q\u00eb jan\u00eb marr\u00eb n\u00eb konsiderat\u00eb.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Ju that\u00eb se komponenta e dyt\u00eb ka t\u00eb b\u00ebj\u00eb me forcimin e kapaciteteve t\u00eb MALMED-it. A ju mund\u00ebsoi ky projekt p\u00ebrmir\u00ebsim n\u00eb k\u00ebt\u00eb fush\u00eb?<\/strong><\/p>\n<p style=\"text-align: justify;\">Po, edhe at\u00eb shum\u00eb! Si pjes\u00eb e aktiviteteve t\u00eb k\u00ebsaj komponente, ekspert\u00ebt kan\u00eb rishikuar struktur\u00ebn organizative ekzistuese, funksionet dhe p\u00ebrgjegj\u00ebsit\u00eb e secil\u00ebs nj\u00ebsi ve\u00e7 e ve\u00e7, si dhe analiz\u00ebn e nevojave p\u00ebr trajnim p\u00ebr segmentet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb funksionimit t\u00eb Agjencionit. E gjith\u00eb kjo na ka ndihmuar shum\u00eb n\u00eb p\u00ebrgatitjen e analiz\u00ebs funksionale t\u00eb MALMED-it q\u00eb ne duhej t'i d\u00ebrgonim si dokument Ministris\u00eb s\u00eb Shoq\u00ebris\u00eb Informative dhe Administrat\u00ebs, si dhe n\u00eb p\u00ebrgatitjen e planit vjetor t\u00eb trajnimit t\u00eb stafit.<\/p>\n<p style=\"text-align: justify;\">Gjithsej 14 t\u00eb pun\u00ebsuar t\u00eb MALMED-it kan\u00eb kryer vizita studimore n\u00eb Agjencin\u00eb e Lituanis\u00eb p\u00ebr Kontroll\u00eb t\u00eb Barnave, t\u00eb cilat kryesisht u p\u00ebrqendruan n\u00eb studime klinike, krijimin e nj\u00eb sistemi t\u00eb monitorimit t\u00eb harxhimeve t\u00eb barnave n\u00eb p\u00ebrputhje me rekomandimet e OBSH-s\u00eb si dhe l\u00ebmin e inspekcionit.<\/p>\n<p style=\"text-align: justify;\">Rreth 70 p\u00ebrqind e stafit kishin mund\u00ebsin\u00eb q\u00eb p\u00ebrmes pun\u00ebtorive t\u00eb organizuara nga MALMED-i, t\u00eb trajnoheshin p\u00ebr vler\u00ebsimin e moduleve 2, 3 si dhe 4, 5 t\u00eb dosjes s\u00eb barit q\u00eb duhet regjistruar nga organi rregullator.<\/p>\n<p style=\"text-align: justify;\">Un\u00eb jam ve\u00e7an\u00ebrisht e k\u00ebnaqur q\u00eb inspektor\u00ebt tan\u00eb ishin n\u00eb gjendje t\u00eb kryejn\u00eb inspektime t\u00eb p\u00ebrbashk\u00ebta me ekspert\u00eb t\u00eb Agjencis\u00eb s\u00eb Lituanis\u00eb p\u00ebr GMP (Praktik\u00eb e Mir\u00eb Prodhuese) n\u00eb hap\u00ebsirat e Alkaloid AD Shkup, nj\u00eb inspektim i GDP-s\u00eb (Praktik\u00eb e Mir\u00eb Distributive) n\u00eb ambientet e Feniks Farm Shkup, dhe nj\u00eb inspektim i GCP-s\u00eb (Praktik\u00eb e Mir\u00eb Klinike) n\u00eb Institutin e Farmakologjis\u00eb Paraklinike dhe Klinike n\u00eb kuad\u00ebr t\u00eb Fakultetit t\u00eb Mjek\u00ebsis\u00eb n\u00eb Shkup. K\u00ebto trajnime kan\u00eb dh\u00ebn\u00eb nj\u00eb kontribut t\u00eb madh n\u00eb avancimin e njohurive dhe aft\u00ebsive t\u00eb inspektor\u00ebve tan\u00eb. Sigurisht q\u00eb MALMED-i respekton shum\u00eb gatishm\u00ebrin\u00eb e t\u00eb gjitha subjekteve q\u00eb na kan\u00eb mund\u00ebsuar kryerjen e k\u00ebtyre aktiviteteve.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>N\u00eb disa raste keni p\u00ebrmendur krijimin e nj\u00eb sistemi t\u00eb monitorimit t\u00eb harxhimeve t\u00eb barnave. \u00c7far\u00eb \u00ebsht\u00eb b\u00ebr\u00eb n\u00eb k\u00ebt\u00eb drejtim?<\/strong><\/p>\n<p style=\"text-align: justify;\">Problemi i monitorimit t\u00eb konsumit t\u00eb barnave ishte pjes\u00eb e komponentit ton\u00eb t\u00eb tret\u00eb, i cili p\u00ebrfshinte nj\u00eb vizit\u00eb studimore n\u00eb Lituani dhe tre vizita ekspert\u00ebsh tek ne, t\u00eb cilat jepnin rekomandime p\u00ebr p\u00ebrgatitjen e draft-metodologjis\u00eb dhe draftin e baz\u00ebs s\u00eb t\u00eb dh\u00ebnave p\u00ebr konsumin e barnave. M\u00eb pas, disa punonj\u00ebs t\u00eb Agjencis\u00eb u trajnuan se si t\u00eb monitorojn\u00eb konsumin e barnave n\u00eb p\u00ebrputhje me metodologjin\u00eb e OBSH-s\u00eb.<\/p>\n<p style=\"text-align: justify;\">\u00cbsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb p\u00ebrmendet q\u00eb p\u00ebr mbajt\u00ebsit e autorizimit t\u00eb marketingut, u organizua nj\u00eb pun\u00ebtori me q\u00ebllim t\u00eb njohjes me sistemin lituanez p\u00ebr monitorimin e konsumit t\u00eb barnave, pasi q\u00eb synojm\u00eb t\u00eb krijojm\u00eb nj\u00eb sistem t\u00eb till\u00eb edhe n\u00eb vendin ton\u00eb. Nj\u00eb sistem i till\u00eb do t\u00eb na lejonte t\u00eb monitoronim konsumin e barnave n\u00eb t\u00eb gjitha nivelet e kujdesit sh\u00ebndet\u00ebsor. Kjo me siguri do t\u00eb thot\u00eb nj\u00eb kontribut i madh n\u00eb racionalizimin e p\u00ebrshkrimit t\u00eb recetave dhe p\u00ebrdorimit t\u00eb barnave, si dhe n\u00eb planifikimin e fondeve p\u00ebr barna.<\/p>\n<p style=\"text-align: justify;\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>M\u00eb 12 Mars p\u00ebrfunduat aktivitetet e projektit. A e keni sh\u00ebnuar k\u00ebt\u00eb ngjarje?<\/strong><\/p>\n<p style=\"text-align: justify;\">N\u00eb 12 Mars ne po planifikonim nj\u00eb \"mbyllje\" solemne t\u00eb projektit, por fatkeq\u00ebsisht p\u00ebr shkak t\u00eb ngjarjeve aktuale q\u00eb lidhen me virusin korona ngjarja nuk ndodhi. Sidoqoft\u00eb, n\u00eb ambientet e MALMED-it kemi pasur nj\u00eb takim p\u00ebrmbyll\u00ebs ku mor\u00ebn pjes\u00eb drejtori i Agjencis\u00eb, Visara Riza, drejtuesi i projektit nga Lituania, Gitis Andrullionis, nj\u00eb p\u00ebrfaq\u00ebsues i Delegacionit Evropian p\u00ebr Republik\u00ebn e Maqedonis\u00eb s\u00eb Veriut, dy p\u00ebrfaq\u00ebsues nga Ministria e Sh\u00ebndet\u00ebsis\u00eb, si dhe ekipi i projektit nga MALMED-i. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, s\u00eb bashku kemi kaluar edhe nj\u00ebher\u00eb rrug\u00ebn e realizimit e korniz\u00ebs s\u00eb projektit dhe s\u00eb bashku kemi konkluduar p\u00ebrfitimet nga aktivitetet e implementuara. T\u00eb gjith\u00eb u pajtuam q\u00eb puna jon\u00eb t\u00eb mos ndalet k\u00ebtu. S\u00eb bashku me Ministrin\u00eb e Sh\u00ebndet\u00ebsis\u00eb, ne vazhdojm\u00eb t\u00eb punojm\u00eb n\u00eb m\u00ebnyr\u00eb transparente p\u00ebr harmonizimin e Ligjit p\u00ebr barna dhe Ligjit p\u00ebr pajisje mjek\u00ebsore, duke p\u00ebrfshir\u00eb t\u00eb gjith\u00eb pal\u00ebt e interesuara n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb krijojm\u00eb nj\u00eb legjislacion q\u00eb do t\u00eb funksionoj\u00eb n\u00eb praktik\u00eb.<\/p>\n<p style=\"text-align: justify;\">Shpresoj se nuk do t\u00eb ting\u00eblloj jomodeste n\u00ebse theksoj q\u00eb MALMED-i u vler\u00ebsua lart\u00eb nga p\u00ebrfaq\u00ebsuesit e Delegacionit Evropian p\u00ebr zbatimin me sukses t\u00eb t\u00eb gjitha aktiviteteve t\u00eb parashikuara dhe q\u00eb do t\u00eb sh\u00ebrbej\u00eb si nj\u00eb model p\u00ebr nj\u00eb projekt t\u00eb zbatuar me sukses. Na u tha q\u00eb ekziston nj\u00eb gatishm\u00ebri p\u00ebr t\u00eb na mb\u00ebshtetur p\u00ebr projekte t\u00eb tjera t\u00eb ngjashme.
